I hate baggage fees. I have always wondered why airlines don’t charge to bring the carry on. They would hit the business traveler who doesn’t want to wait for bag claim, and who is the least sensitive to the cost (because the company pays for it.)
I can only assume that the airlines find it cheaper for the passengers to handle the bags than to have the paid bag handlers do it.
