I’m curious at the uniform color applied to all of Canada. I’d be very surprised if Vancouver and Niagara Falls close their schools on the exact same basis, or in fact if the chart intends to say anything about what would close schools in Canada, eh?

The 24″ deep blue across Canada might be just for reference, making it easier to match up areas of similar color across the top of the US. If so, then Mexico would be shaded green on the same basis, and it is not.
