Not clear to me which direction is considered 'goodness' for several of the components. In other words, are they measuring freedom from the point of view of the worker or the employer?

I have a question: In the legend, is it normal to list the percentages from highest to lowest, if they're listed left to right? I can understand if it had been a vertically-assembled legend, maybe, but horizontally it makes little sense. Why did they do that?
